Yes, because of a suit against Visa/MC, you can now surcharge transactions up to 4%. If you penalize them, but your competitor does not, then you risk upsetting and losing that customer. My suggestion is to price everything as if you were going to get a credit card, then offer up a surprise cash bonus back to the customer in the form of a gift card to Target for example.
